1. Introduction

SMRT Trains Ltd invites suitably qualified and experienced contractors to submit an Expression of Interest (EOI) for the provision of preventive maintenance, servicing, inspection, and certification of Building Maintenance Units [BMU] (including gondolas, cradles, davits, monorails, etc.).​​​​​​.

This EOI aims to identify and shortlist competent vendors for participation in a subsequent Request for Tender (RFT) exercise.

2. Project Overview

• Scope: Maintenance and statutory inspection of BMU systems
• Contract Duration: 5 years
• Location: SMRT Trains Depot
• System Type: Building Maintenance Units (including gondolas, cradles, davits, monorails, etc.)

The BMU systems are critical for façade access and maintenance, requiring strict adherence to safety and regulatory standards.

3. Scope of Services (High-Level)

The selected contractor is expected to provide, but not limited to:

3.1 Preventive Maintenance

• Routine servicing of BMU systems in accordance with manufacturer recommendations
• Lubrication, adjustment, and functional checks
• Replacement of consumables and wear-and-tear components

3.2 Inspection & Testing

• Periodic inspection of structural and mechanical components
• Load testing and operational testing
• Certification in compliance with Singapore regulatory requirements (e.g., MOM / BCA where applicable)

3.3 Breakdown & Corrective Maintenance

• Emergency repair services
• Troubleshooting and fault rectification
• Provision of spare parts

3.4 Safety & Compliance

• Ensuring full compliance with Workplace Safety and Health (WSH) regulations
• Updating maintenance logs, inspection reports, and statutory documentation
• Risk assessments and method statements

4. Vendor Requirements

Interested parties must demonstrate:

4.1 Experience

• Proven track record in BMU servicing and maintenance (preferably ≥5 years)
• Experience with high-rise or commercial building systems
• References from similar contracts (Singapore preferred)

4.2 Technical Capability

• Qualified and certified technicians
• Familiarity with BMU manufacturers and systems
• Ability to perform statutory inspections and issue certifications

4.3 Compliance & Certification

• Relevant licenses and certifications
• Compliance with Singapore safety regulations
• ISO certifications (if applicable)

4.4 Financial Standing

• Demonstrated financial stability to support a 5-year contract

5. Submission Requirements

5. Safety record and policies

7. Any additional value-added capabilities

6. Evaluation Criteria (EOI Stage)

Submissions will be assessed based on:

• Relevant experience and past performance
• Technical expertise and resources
• Compliance with safety and regulatory requirements
• Financial capability

Only shortlisted vendors will be invited to participate in the RFT stage.

7. Important Notes

• This EOI does not constitute a commitment to award any contract.
• Please reach out the contact persons for the list of equipment and scope of work (Annex A & B) and SMRT reserves the right to amend, suspend, or cancel this process at any time.
• All costs incurred in responding to this EOI shall be borne by the respondent.

All information provided in this EOI shall be treated as confidential and used solely for the purpose of this procurement exercise.

SMRT is gathering interest of eligible vendors to participate in this Tender, Solar PV System Phrase 3.0 in BSD.

Background
As part of the Singapore Green Plan 2030 and SMRT’s commitment to achieve net-zero carbon equivalents by 2050, SMRT is expanding its renewable energy generation across transit infrastructure. Bishan Depot, as SMRT’s first and busiest mass rapid transit depot, has systematically scaled its solar capabilities across consecutive development phases (BSD Solar PV Phase 1 and Phase 2). This Phase 3.0 will optimise all remaining spatial assets—specifically targeting unutilized rooftop structures of remaining buildings, and ground-level open parking spaces through the implementation of dedicated rooftop PV system and solar carports.

Scope of works
SMRT is looking into selecting a contractor to deploy rooftop PV system and solar carport in Bishan Depot premises based on Power Purchase Agreement (PPA) business model for a contracted period. The contractor, acting as the Solar PV System Provider, shall be responsible for the turnkey design, financing, supply, installation, testing, commissioning, operation, and maintenance of a Grid-Connected Solar Photovoltaic (PV) System at the Rooftop and Carport areas of Bishan Depot. The contractor shall work closely with SMRT when designing the layout of the rooftop PV system and solar carport PV system, and with all other agencies such as EMA, SPPG, URA, BCA, SCDF and etc when integrating system with the power grid. The Contractor shall install a dedicated metering and monitoring system to measure and record the AC energy output generated by the PV system. SMRT shall compensate the Contractor for all generated solar electricity at the agreed-upon tariff rate.
