Background
Stellar Ace, a company of SMRT, is Singapore’s largest Out-of-Home advertisement media operator, having advertising assets across various strategic touchpoints throughout Singapore. As the Singapore largest leading Out-of-Home (OOH) media operator, Stellar Ace is seeking audience intelligence via an Audience Intelligence Platform to deliver audience insight, precision reach and campaign impact.  

The basis of an Audience Intelligence Platform is based on a combined insights from consumer data (e.g. telco data, demographic data, consumer behaviour and spent data), market data, geographical data (e.g. amenities data), traffic data (e.g. transportation, road, and pedestrian data), enabling media owners to derive audience intelligence, such as demographic profiles/segments, movement patterns, reach and impression.

The broad architecture and functions are shown in below diagram, noting the 3 key functions of Audience Data & Modelling Capability [1], Audience Insights to Business Outcome [2] and Audience Data Export & Integration Support [3], to be delivered and supported, as part of SaaS for Audience Intelligence Platform.

Scope of Works

The scope of work/services for shall include but not limited to the following:

1. Project Management (Fulfilment Contract Obligation)
2. Ingestion of Stellar ACE inventory data into Vendor system
3. Deliver via SaaS Model
4. Testing – Manage and conduct progressive deployment and testing
5. Training – Conduct training for users
6. Deployment – Plan the rollout of the System to production
7. Certifications - Cybersecurity
8. Documentation
1. Business support

Participating Eligibility Criteria:

1. Must be a “Live” Company (Please send your ACRA Bizprofile / Company Registry / Business Registry)
2. Registered with Building Construction Authority (BCA) – ME4 grade L3 or higher
3. Min Bizsafe Level 3 or ISO 45001 or Equivalent (Please send the relevant certificate)
4. Compulsory attendance of Tender Briefing and Site Show (Details in the Ariba Tender Event)
